Unlikely but possibly if you get someone in like the eyeball.
I dont know.. Looking at the power of that thing, it quite easily penetrate human skin, It'd be like being hit with a single pellet out of a shotgun. You could easily cause serious damage to someone with it. The only problem you'd have (as you do with all cannons) is the lack of accuracy you get with cannons. I bet he fired them off a few times before he hit the targets..
Be quite easy to make too. The hardest bit would be obtaining gunpowder, and that's not too difficult these days. You'd just have to watch out for misfires. That could end badly..
